Purpose:

The purpose of the Program Officer role is to develop and manage a system which will effectively coordinate the planning, implementation, monitoring and reporting of all SurfAid¢s programs. This will contribute significantly to the effectiveness and efficiency of program activities and ensure stakeholder requirements are met. The role will also provide support to the Program Director and other program staff, as required and as determined by the Program Director.

Key Result Areas

1. Monitoring

  1. Within the framework of SurfAid¢s programs, implement and coordinate a task management system for key program team members.
  2. Develop, implement and coordinate a monitoring system to track progress against agreed program objectives.
  3. Assist program managers by alerting them ahead of time as to the information they will need to collate through monitoring, in order to produce report.
2. Reporting
  1. Develop, implement and manage a series of reporting processes and templates to provide key information to stakeholders, including SurfAid staff, SurfAid¢s Board and Executive Management Team, institutional donors, private donors, collaborating partner organisations and other bexternal parties.
  2. Develop, implement and manage a reporting plan which reflects the reporting processes and details the reports due, the intended recipients and the SurfAid staff from which input is required.
  3. Proactively liaise with program managers and other field staff to ensure reports are provided in appropriate formats and that all key binformation is included in a timely manner.
  4. Produce summaries of specific reports, in bahasa Indonesia, as required.
  5. In light of feedback from program managers and other field staff, continually improve reporting systems and formats.
3. Program Management Methodology
  1. Develop a handbook outlining SurfAid¢s program management methodology, to include program start up, program implementation, program monitoring and program reporting formats.
  2. As required train other SurfAid staff in the use of the program management methodology and the appropriate reporting formats.

4. Knowledge Management
  1. File and maintain program information in a logical systematic manner
  2. Ensure program ¡comms¢ information is easily accessible, for input to
  3. SurfAid publications (including press releases, website, other written materials)

5. Communication
  1. Assist in compiling program material for SurfAid¢s publications
  2. Where appropriate assist in the development of SurfAid¢s publications, using the program information and program systems developed Develop and produce a short, quarterly Program News summary.

6. Support
  1. Provide support to Program Director in whatever format it is reasonably requested.
  2. Establish and maintain a calendar which details the program movements of senior staff and their visits to the program locations.
  3. Provide program-related support to other SurfAid staff.
Qualifications:

While an academic degree is important, it is more significant that the job-holder demonstrates an appropriate level of experience and intellectual capacity. Specific experience includes at least 2 years in a program/project coordination or management role. - - Experience in producing reports is essential and experience in the NGO sector would be an advantage.
